HOW IT’S MEASURED
Open pull requests per developer is calculated by dividing the number of open pull requests by the total number of developers. The number of open pull requests is measured daily and then averaged across days over weeks, months, and quarters. Developers are Git users who created at least one pull request in the last 90 days.
