Developers using GitHub Copilot are tracked based on their usage of GitHub Copilot while creating a pull request.

HOW IT’S MEASURED

A developer is using GitHub Copilot if they created a pull request using Copilot in the last 90 days.

When calculating features per developer, developers using GitHub Copilot are tracked on a 90-day rolling window. A developer is considered active during a time period (e.g. a week, month, or quarter) if they were active in the last 90 days during any day in that time period.
